Attach a 6 5/8" x 6" piece of cobalt blue cardstock to a 7" x 6 1/4" ivory card front.

On 5 3/4" x 6 3/8" ivory cardstock, use parchment and cerulean pigment inks direct to paper.  When thoroughly dry, stamp large peacock feather randomly with cerulean ink and emboss with the transparent glitter ep.  Edge first with the sharpie silver marker, then go over edge again with the glitter gem blue zircon marker.  Attach to card front on top of cobalt cardstock.

On 5 1/2" x 4" piece of ivory cardstock, stamp lady with black dye ink.  Color with colored pencils.  Using template, cut a 4" x 3" oval out of med. blue textured cardstock.  Using the same template, cut the 5" x 4" oval around the cutout, forming a large oval frame.  Attach frame around the lady and trim the ivory cardstock to fit behind the oval.  With silver gel pen, draw designs on the blue frame and dot with the blue zircon marker.  Using oval as a guide, cut a larger oval out of cobalt cardstock and edge with the black quartz glitter gem marker.  Attach cobalt oval to left side of card front.  Cut two small slits at neck edges and insert a blue satin cord, taping ends to back side.  Glue one jewel near cord and another on top of her earring.  Using pop dots, attach lady on top.

On ivory scrap, stamp small feather once with cerulean ink and once with parchment ink.  Emboss as before and cut out.  attach to lady's hair.  Take and 1/8" wide x 4" long strip of  yellow paper, cut narrow fringe along the length of it, then roll tightly on a needle or qulling tool.  Dot with tacky glue to keep wound.  Flatten the fringe slightly to form a flower. Attach a jewel to center and glue and then glue on top of feathers.

Using pocket template, cut smallest size out of white vellum.  Using tap template, cut a small square tag out of same vellum.  Stamp both with small peacock feather using moonlight with ink.  Using stamp a positioner, stamp sentiment on tag with Mediterranean blue ink (split sentiment onto two lines to fit tag).  Edge the tag with the blue pad.  Trace over sentiment with dark blue glitter pen.  Punch 4 small bows out of leftover background cardstock.  Attach two to front and back of tag top and punch small hole.  Thread short piece of blue cord through tag hole.  Fold vellum pocket and attach to lower right card front.  Insert tag part of the way and attach the other two bows to either side of pocket.
